it doesnt work `once` for preview

it doesnt work onceonce for preview deployments, as they get scrapped and created dynamically wiping env variables.
But i think this may be the right way

--cmd "npx convex env set --deployment preview/$PREVIEW_NAME CLERK_JWT_ISSUER_URL '${CLERK_JWT_ISSUER_URL}' && npm run build"

--cmd "npx convex env set --deployment preview/$PREVIEW_NAME CLERK_JWT_ISSUER_URL '${CLERK_JWT_ISSUER_URL}' && npm run build"

at least it seems to work
